Recover 1 hit point at all is better, while lowering the level of the card to 1. The card "Herbal potion" Forbidden forest expansion recover 2 hit points and if you can keep the potion comes out star, and is level 1.
As you can see in the "Herbal potion" card from the "Forbidden forest" expansion pack, the text says: "Restores up to 2 Hit Points. [*] some of the elixir remains, do not discard" but those 2 Hit Points are for just one hero, not for all of them.
It is a level one potion because, despite its special [*] ability, it only restores 2 Hit Points to a hero. The "Potion of cure light wounds" card from the basic game restores up to 3 Hit Points to a hero and is a level one card too.
This "Potion of the lesser healing circle" is a minor version of the "Potion of the healing circle" that restores up to 2 Hit Points to all heroes. That card is a level 3 card.
